The Transport group aims to develop policies and projects for Brighton and Hove to address the twin issues of climate change caused by greenhouse gas emissions and the threat of increasing cost of fossil fuel caused by the scarcity finite natural resources – the phenomenon known as ‘Peak Oil’. The group has set itself four key objectives:
1. To bring about a reduction in carbon emissions by the use of vehicles powered by fossil fuels. This would include consideration of -
a. Parking restrictions/ charges
b. Restricted access, shared road use and speed restrictions
c. congestion charging/ road pricing
d. investigating alternative technology (bio-fuels. hybrid vehicles, fuel cells)
e. greater sharing of vehicle use including car clubs, commercial deliveries.
2. To encourage greater use of energy efficient public transport by measures such as -
a. improved bus and rail services
b. new initiatives including rapid transit
c. better integration of different modes
d. analysis of routes and desire lines
e. better information
3. To encourage carbon-free transport options such as walking and cycling. Improvements could include -
a. Better facilities for pedestrians including increased priority and ease of use at road crossings
b. Increase of shared use of streets with higher pedestrian and cycling priority
c. Analysis of urban walking and cycling routes
d. More cycle lanes better enforced with restrictions on cycling in pedestrian areas
4. To ensure new developments consider urban design measures which encourage low energy transport. These should include -
a. relatively high densities
b. restricted provision for private cars
c. consideration of the needs of walking and cycling including safe routes.
